It's a law that allows the hygienist and assistants to practice dentistry under the doctors direct supervision. In other words they can work on patients teeth doing certain things that they are trained and qualified to do, but the doctor is liable and has to be on the premises for this work to be preformed. It's basically the guidelines of dentistry regulated from state to state.
