Well my brother,
YOU CANNOT GET ONE !!!
Since the saudi laws are stupid in these kind of issues.
The consulate idea is good, you can try.
Otherwise the only thing that can work is,, ((WASTA))
if you have someone in KSA, having a strong link, he might help u in this...
