Heck no... You can make sugar cookies and use a different extract if you like or simply make chocolate chip cookies and leave the vanilla out all together.
Remember, cooking & baking are mostly opinion so never listen to someone who says you "must" do it a certain way. You may try it a different way and find a better end product for YOU.
Dagnabbit... I want cookies now... I think I will make Oatmean chocolate chip... : )

You don't have to, but if the cookies are chocolate, it helps to connect the flavors. Do you have any creme soda? You could use that instead of the vanilla. If you have anything that is liquid and specifically vanilla flavored (that is a liquid) such as instant breakfast from a drinkable can, etc. you can sub that. Just make sure it's not something goopy- like you wouldn't want to use melted caramel. Another thing you can do is to put in a Tbl of brown sugar- that fools the palate sometimes into thinking vanilla.

not necessary. it depends on what kind of cookies you would want to make. vanilla extract, vanilla sugar, they make cookies with good aroma and taste but without vanilla, cookies are also yummy :)
