If its not safe...then why is it ok for a cat to eat a "raw" mouse or bird?

Cats of course are designed to eat raw meat - their stomachs are more acidic than ours and they have a much shorter intestinal tract. If we get a "bug" from food it has a wonderful environment to multiply in the blood and nutrient rich, long, intestinal tract. When a cat gets a "bug" the strong acids and short passage through its system doesn't usually cause problems.
So a small amount of raw meat will not hurt your cat. Ground meat can be dangerous though as it is usually packaged and you don't know how long it's been since it was ground. Our markets also put tons and tons of meat through grinders in a day and you can't know if the grinders are well cleaned. One little "bug" in one piece of meat can contaminate any meat going through the grinder later. That meat is sold with the expectation that it will be cooked for human consumption.
So if you want to feed some to your cat a "chunk" is much safer than ground. It's not a balanced diet so it should only be used on a "treat" basis. Raw chicken liver a few times a week (no more) is excellent nutritionally for a cat as it is a great source for Vitamin A which the cat cannot manufacture in its body and is something the cat gets from eating the liver of its prey. Chicken hearts and gizzards are great sources of taurine which the cat also gets from raw food (cooking destroys taurine and it is added in supplement powder to all commercial cat foods).
The danger with fish is mercury contamination or parasites and its use is not recommended by people who feed cats raw food. Beef doesn't agree with all cats digestion. So you need to try your cat out with small amounts

Mmmm..... feeding your cat a raw diet is the very best you can do. But a raw diet isn't just scraps of meat thrown on the floor - it's meat plus all the vitamins and supplements that cats require.
But that's not what you're talking about. Honestly, I'm not sure. I suspect it might be better to boil anything you want to give him - you shouldn't add any seasoning though.

not chicken. The salmonella would kill the cat. Beef is not that safe either, unless it is Prime.

you really shouldn't feed any animal raw (or undercooked) meats, there's a chance of them contracting intestinal worms
