u need a tv tuner card and the software for it and then its just simple......

Basically, you need a video card that will support Video In...something like an ATI All-In-Wonder card. from that point, you just save the file. The cost of the card puts this a bit out of reach if you just have 1 VHS tape though.

You'll need a way to plug your VCR or if you have an old camcorder that has VHS size tapes, into your PC.

I've found "fire wire" connection works the best for me. I have an 1394 IEEE card installed in my PC.
