The difference is this, the term variety is used in botany nomenclature which is a rank below that of species while a cultivar is a cultivated plant that has received it's name from The International Code of Nomenclature for cultivated Plants (ICPN) commonly known as "cultivated plant code".

Are they taxonomic groups? i thought that the smallest taxon was species...nevermind, two varieties of the same species of plants means that these plants are genetically different, which makes them exhibit special characteristics, such is the case with hybrids; cultivars can be thought of as a sub-variety, that have been cultivated due to the special characteristic these plants exhibit.

Genus and species is the basic scientific nomenclature to designate a species, for example: Green Ash. There are other ashes, but their scientific name is different...the species name is different. Variety is a special form of a particular species. It may be a unique form, color, growing habit but still the species.

they're basically the same thing..."cultivar" is more closely associated with crops; "variety" with horticulture.
