I think it's both. Think about it, with the bottom half is full, then the top half is empty.
Dang. Thats confusing. It gave me a headache.

It depends how you look at it we had that question on a test once and for the people who put half emty the teacher said that those who put that think on teh negitave side and if you put halg full you look on the positive side.
