You won't , she knows you too well.
She knows your sister will not be able to keep an eye on you 24-7, she knows you will be going out and looking for a good time.
She is a mom and she is scared.
At 16, you are of age to make your own decisions and choose, whether you do this or not is up to you. If you do decide to go she might have something to say about not returning.
Think about what life somewhere else would be like.
If you are going to be working and not just lazing around, that might be a different situation.
Find a job with the help of your sister, show your mom you are responsible.
maybe she will change her mind.

California is no place for a 16 year old girl to be alone for the entire summer. What would you do all day?
