he's busy and he's back in his country.. we are 12 hrs apart and my internet is not 24hrs.. i call him, i get his voice mailbox.. i e-mail him and i get no response.. does it mean its over?

Yes, please take a hint. If a man likes you and wants a relationship with you, he will be the one contacting you. This is always true - take note. If you have to do the work, and especially when you aren't getting responses, use your head. He's telling you without actually coming out and saying it - I'M NO LONGER INTERESTED. Move on and find someone who is into you.
