VERY expensive
I love The Mermaid Inn in the East Village on Second Avenue between 5th and 6th Street. The fish is always fresh and well prepared and the waitstaff are all pleasant. They don't serve desserts here. Instead, everyone is given a small cup of chocolate pudding (delicious and free). You also get a little fortune-telling fish.

blue water grill in union square, hands down. it's an old bank building with high ceilings, a great manhatthan vibe... downstairs is a jazz club, but that's a little loud for me. it's a bit pricey, but really special for an occasion like your birthday. cheers!
