Um.
If he likes you he would be less likely to just touch you. He would be more shy and afraid of upsetting you.
SOunds more like he likes the idea of bedding you. Tell him to knock it off. If you don't like him then Def. tell him to F*ck off. If you like him as a friend then just talk to him about it. If you are romantically interested talk with him about it. But be forewarned he will most probably stop showing interest in touching you once he has touched you.

talk to him and tell him to stop...if he keeps doing it he doesnt like you really, he just wants to touch! thats when u no hes not worth it!
