While you are both shy, what is the worst that can happen? She'll say no, and that will be that.
If she is really that shy, she won't laugh at you, or make you look like a jerk. She will politely refuse while blushing to the roots of her hair. And if you act nicely to her afterwards, she and her friends will remember that you were cool about it.
While it seems horrible to be turned down, it's going to happen, and often, in your life. And it really isn't that bad, unless they decide to tease you about it. And if they do, you know they weren't worth your time.

Just ask her. It doesn't have to be anything too fancy. Catch her in the hall after class and ask her if she already has a date for the dance ... if she does, then move on.
But if she doesn't, then just ask if she'd like to go with you. Don't worry about how cool you sound ... it's a simple question. And don't feel bad at all if she says no, because there's plenty of girls out there, and you should be proud that you were brave enough to ask in the first place. This kind of stuff gets easier after you've done it a few times.

If she is really social you could get some of your friends and hold up signs but there's always the chance of being publicly dumped and her feeling like she's forced to go with you...personally I would like it if a guy came up to me and asked. (If she is with her friends ask if you could speak to her alone for a bit.) If you'd rather not talk to her the next best thing is to write a sweet note or text. The last thing you want to do is pressure her into saying yes.

How about asking her before hand,
If you are going to the party, can I dance with you?
It is easier to yes, when the pressure of the moment is not upon you.
She'll likely say yes, and then the night of the dance won't be so awkward.

Just ask her.
I know easier said than done, but just think- the longer you wait the harder it gets and the more likely she is to get a date.
So- ask if she's excited, does she have her dress yet (casual type questions), then ask if she has a date, if not ask if you can be her date.
Problem solved- take a chance!
