Generally for items weighing under 13oz, USPS first class mail parcel. For items up to 5 pounds either USPS parcel post or USPS priority mail depending on the quickness of delivery desired. Above 5 pounds, USPS parcel post or if you are a volume user, UPS and DHL become competitive options.

As for selling items together, that becomes a marketing decision and involve several factors that would determine whether it is better or not. That is not really a shipping issue although yes it is cheaper to send more than one item in a package than to send two packages.

The cheapest way to ship something you have sold from an e-bay sale would be to charge them for shipping. But if you are one of the reputable salesmen that wants repeat clients then I would go with the Post Office and pack it in a box that you can get for free. I don't really know how big of a box you will need for the dress but if you go to FedEx they usually give you there box's for free. Take that box and turn it inside out and then send it through the post office. I don't imagine you would need to much protection for the dress since it is not a breakable item but if you go to any store like Walmart or Staples or anything like that you can get a roll of bubble wrap for like $2 - $3.
So now you have a free box, cheap bubble wrap, and the cost of the postage. I think that's about as cheap as you can make it.

IF THEY DON'T HAVE THEM IN THE POST OFFICE YOU CAN ORDER THEM ON LINE. THEY ARE FREE AND DELIVERED TO YOUR ADDRESS.

They have FLAT RATE envelopes and boxes. The envelopes cost about $4.00 and the box about $8.00 USD
The nice part about it is you can put in them what ever you can fit, without deforming the envelope or the box.
The nicest part is you can ship it any where in the USA for the same price including, Alaska, Puerto Rico and Hawaii.

One more thing about this boxes and envelopes. They are priority mail so they take 2-3 days to deliver in most cases. I get a lot of positive feed back just for this feature alone.

Parcel post it is the cheapest way to ship out there. You need a scale or line up at the post office to ship.

One more thing you can purchase the shipping right from eBay to pay pal and print in your own home.
