"Needed" is a strong term. You can do anything in a civil ceremony that you do in a religious or spiritual ceremony. Depending on who is performing the ceremony, and if he or she will allow you to be a little creative, you can have a single or double ring ceremony, or you can exchange Hawaiian leis, or whatever... It's up to you and the officiant. Generally it's the MOH and the BM that hand you the rings, but if there aren't any, the Gx and Bx hold the rings. A civil ceremony can take anywhere from 5 to 20 or 30 minutes, once again, depending on the choices you make.

Rings are not required in any ceremony, they are an optional symbolic item.
During a civil marriage, the bride and groom can have a Maid of Honor and Best Man if desired. If they do, the MOH hands the groom's ring to the bride, and the BM hands the ring to the groom.
If there isn't a MOH and BM, the bride and groom carry the ring they are going to exchange. They will simply have two witnesses sign the marriage certificate after the ceremony.
Time depends on you. The JOP (Justice of the Peace/Town Judge) can choose vows if you don't have any yourselves, or you can choose/write your own. The ceremony can be as short or as long as you like, depending on vows, readings, songs, etc. 2 minutes to half an hour, it's all up to the bride and groom in a civil ceremony.

With the exception of the groom putting the ring on the brides finger (and usually the best man is hold the ring for him if there is one) there are no traditions to a civil marriage. You just make them up and tell the JP what you want to do.

No. My second marriage was a civil ceremony and the words "with this ring I thee wed" were never mentioned. Actually the only thing said was "By the power invested to me you are now legally wed" When we walked out he asked me if I wanted a band to go with my diamond, I wanted the ring guard that set the ring off instead.
It took longer to get the licenses than it did the actual ceremony. At the time it seemed like 15 mins.

A ring is traditional, it's not required in any ceremony/marriage...typically the best man and maid of honor (in a dual ring ceremony) hold the rings until they are needed...
How long does what take? Ceremonies can be short or long, discuss it with the person officiating.
