Hes probably more shy and scared of you if he likes you and worried he makes a move you will dump him as a mate and say to everyone hes a perve.

Show he has nothing to worry about, and its cool to look and touch you.

Maybe you get toucy with him, ice down back, tickling, asking for help to do things, ask him to rub on lotion etc.
