I'm going to answer this question seriously, even though there's always the chance that it wasn't asked that way. The rest of your questions lead me to think that it was.
If you have been communicating with her for months & months and all the signs are good that she means what she says, it's probably worth the time/money/energy because, hey, we only go around once.
My rules would be: First meeting in public. She pays for half (or more) of the transportation costs. Go with enough money (or credit cards) to pay for a hotel if it doesn't work out. Make sure that a trusted friend knows where you are, how to reach you and that you have a check-in system in place. Oh yeah, and you'll need a passport these days.
