If you were to watch some old movies or TV shows, westerns would be the best bet, you will eventually see someone being grabbed from behind, one hand on the collar and one on the belt. The person is lifted at the belt, guided by the collar, and very forcefully and quickly moved in the desired direction. The person being guided finds it almost impossible to break free, usually because it was one of the good guys guiding him. Anyway, frontier lawmen regularly used this method to control those being arrested and marched to jail because handcuffs were much more cumbersome and not as easily carried about as they are today, if the sheriff even had a pair. This was known as getting collared.

During the Elizabethan Era, a hangman s noose was known as a collar. Prisoners could have a Noose or "collar" during transport or hold them in place. If they pulled on it in an attempt to get away the collar tightens.

This came about because the arresting police use to actually grab the person by the collar of the shirt.
Just like the term "Cop" refers to the copper badges the police wore.

I believe it goes back to when slaves were common, and if they "ran" and were caught, they were put into a collar and chained to something to keep them from running away again. Not sure, but it seems that this is what I was told long ago by a teacher in school.
