one would think so i just thought i ask. by taking over i mean if the plane is boarding and you have a first class ticket you would get moved to another class

If it were a last minute security issue and they were on official business they could preempt a seat if it were crucial to the issue. This would be discussed with the airline and they Captain for sure. The Captain is always informed if there is an armed individual on board. If they are not on official business no they can't. Typically they or other law enforcement personnel ride in coach when they travel or are escorting prisoners.

They might have the right if it was a matter of security. But I really doubt it. If you were booked on a First Class ticket and you were bumped down than the airlines would be required to compensate you in some way.
