have you had federal aid before? were you receiving federal aid when you were convicted? was it a drug felony?
you can receive federal aid (loans, grants, and such) as long as you weren't convicted of a drug-related offense while you were receiving federal aid. this is a new rule fo 07-08 - it used to be no aid at all if you were convicted of a drug-related offense. but they've changed that.
the first step is to fill out the FAFSA. you don't have to fill it out before you're accepted, but you'll need to be accepted before you can receive an award package from a college. but you can find out if you're eligible for aid just by completing the FAFSA.

After getting accepted into a university try applying for the FAFSA. As far as I understand it unless you were convicted of either stealing government funds or have a drug conviction while you were on financial aid you can still qualify for federal loans.
