I know that this is a novel idea but states could use the 9/10's cent collected for every gallon of gasoline (etc.) sold to fight litter. The litter is derived from materials delivered by fuel-consuming vehicles and much of it is strewn from fuel-consuming vehicles. Use the funds to hire cleanup crews and to promote anti-litter. Concern for the environment begins with respect for the environment and the 9/10's cent "charge" would be a symbolic reminder of the problem at every refill. Also, all lottery tickets (scratch-offs, etc.) could have an end of year drawing (by serial numbers) for huge consolation prizes to avoid them becoming part of the litter everywhere you look. People would save them and place them in their trash.

Ride a motherf'ing bike.
If you do have to drive a car, get a small one - and car pool.
There is nothing worse than a Cadillac Escalade driving eighty down the interstate with one person in it.
Most importantly though, replace the people in the white house - when you have dick cheney writing energy policy with the very industries that are polluting the atmosphere - and calling it 'the clean air act' you know you've got problems.
You know if they decided to enact a police state in the US, they would call it the 'happy fuzzy bunny act' or something.

Reduce, Reuse, Recycle
And tell others to do the same thing too.

recycle plastic, glass, aluminium, paper. Switch to alternative energies - solar, wind, bio-fuel etc.
