Emotional Abuse is against the law in all 50 states of the United States of America. There are law's on the books in all 50 u.s. states dealing with emotional abuse.

Perhaps it should be, but practically, it would be extremely difficult to prosecute. It's hard to differentiate between someone that's attempting to hurt you emotionally, and one that's doing it unintentionally. It leaves little compelling evidence.
I was in a relationship a year and a half ago which involved much emotional abuse. I stayed as long as I could, then told them I had to go. I'm still dealing with the aftermath. To add insult to injury, I'm always running into one or the other of them at our dojo. It's been brutal.

As far as I know there are laws regarding emotional abuse, harassment is one form of emotional abuse, harassment is not always physical - stalking someone for example.

Hard to prove without a video camera with sound. I think it should against the law but it would be very hard to prove without a constant witness.
