I would only pay COD or from a reputable breeder. Talk to some of the former clients (demand that you get some numbers). You want to make sure that
1. there is a dog
2. the dogs arrive healthy
Remember, anytime you buy a dog long distance, you are risking getting taken. If it is possible, it is probably better to drive there and pick up the dog yourself. That way you will be able to see the dog, check for vitality, and you know you won't be wasting your money.

It's a scam.
I would never trust an overseas person in a situation like this. If I can't go and visit with the dog to see if I get along with the dog, can't see the dog's enviorment, and if I'm not able to take the dog to the vet. Then I will not get the dog.
If the dog is going through internationally you definitely won't see the dog right away because more likely the dog will go into quarantine for however long the US states (could be days, weeks, or even months).
Your best bet is to stick to reputable breeders through the AKC website (www.akc.org) and look through the breeder classification: http://www.akc.org/classified/index.cfm
Look on petfinder (http://www.petfinder.com/) to adopt out a dog
Or look on the dog club's website for a reference http://www.akc.org/breederinfo/breeder_search.cfm.
There are tons of "pet websites" that offer the purchase of a dog via paypal; however, these breeders could or could not be reputable.I know that I will never pay a site to purchase/adopt a dog. Good Luck on your search.

When importing an animal, pay only COD. Do not proceed with booking the flight until the animal has its veterinary certificates filled out and any vaccination requirements met. YOU make the transport plans. I like using Jet Pets.
This sounds most obviously like the usual scams that are out there.
If you are intent on importing an animal, go through a reputable broker that you have MET and will find the animal for you over there. The commissions and fees can be a bit steep, but are very worth it to make sure you get the animal you want.

By a puppy locally from someone you can meet. Surely there must be a breeder in the breed you want within a few hour drive from you.
Most of these scams are from Africa, mainly Nigeria and Cameroon. But why would you buy a puppy sight unseen from someone you don't know?

It will be perfectly safe for the dog because there willl be no dog shipped. The crooks will take your money and run. Please do not fall for the scam

It is a scam. Even if you actually got the dog, it would be incredibly sick and killed or injured during transport.
