It sometimes hangs at "Windows is shutting down"
Someone just told me I should change the "powerdownAftershutdown" value to 1.
Is that safe for my machine?
Should I go ahead and give it a try?

I have had this same problem with mine. I found out recently that if the laptop has internet acces, it will download and install the Microsoft Updates at shutdown. By removing that access (eg. unhook the line, or remove the wireless card) it will shutdown a lot faster, but will not receive those updates, which creates a security risk in the OS. The powerdown after shutdown should already be set to work properly. Otherwise it would go into hibernation rather than shut down fully when you turn it off, which will eventually run down the battery. Hope this helps
