It can, spicy foods speed up metabolism, and being hot and sweaty helps you loose water weight as well as fat.
But the effects would be negligable if your eating the way you should be. You would offset the calorie loss in another meal.

Chilli does not make you thin. The capsacin in the chilli causes your metabolism rate to increase slightly. This means you burn up calories faster. But this does not mean eating a kg of chillis will make you lose weight per se. You may lose some water weight due to excessive sweating.
Losing weight has nothing to do with being thin.

Nothing makes you thin, but abstinense, which is also not a good idea. Just try to reduce the salt and oil and fat used in the recipe.
I know plenty of large people who eat chilli and they are bigggg!
Just occured to me. Did you mean chilli as in chilli con carne? Or the little vegetable that has a big kick?

Chilli doesn't make you thin! But i do know it helps prevent you from getting colds etc. One thing that does work is cutting out carbohydrates like bread, potatoes and pasta for a couple of months it helps allot.

There's no scientific study to back it.
I live in a country where chillis are a part of the daily diet of Indians, Malays and i assure you there are many in these communities who are fat and obese - men and women. Of course other fattening ingredients in their ethnic cuisine contribute hugely to their obesity level: coconut milk, sugar, ghee etc.
The Thais who love their chillis also love their soury ingredients and sauces, herbs and spices - perhaps that's the key to not get fat. What's more, coconut milk, ghee is not integral to most of their dishes.

chili itself does not make you thin. The beans are complex carbohydrates and the sauce usually has sugar in it to soften the heat from the chili peppers.
Chili peppers on the other hand causes an increase in heat and will help to burn calories. Start eating salads with hot peppers on it. Drink low fat to skim milk with it. DO NOT EAT BREAD, PASTA, POTATOES, WHITE SUGAR, OR WHITE FLOUR if you are trying to lose weight.

The spices help as a diuretic (most spicy foods) but that's about it.
