It depends. If you are dehydrated already, to the point that your blood pressure is a little low, it can raise it to "normal" levels. Your kidneys should regulate how much you need for circulation and so on. However, it is possible to drink too much water and dilute the chemical components in your blood, which is not good. But, if you are talking about over the long term, I would think that sodium intake and exercise will have a more beneficial long term impact on blood pressure.

Don't drink anything with water or sugar in it, as it will cause your body to retain more fluid, thus elevating your BP. You've gotten some good advice from some of the responders.
Start walking regularly, cut down on the salt in your diet, cut out trans and saturated fats. Your BP won't drop in a day, but it will improve with changes in lifestyle.

Okay, this might sound yucky but, I was told by my mother to drink water with a teaspoon of lemon juice and a teaspoon of apple cider vinegar. It seems to work!
And I know for a fact that taking garlic regularly will help to maintain blood pressure.

You should exercise like jogging or some light sports everyday. You should drink lemonade, a lot of water, not drink too much sweet soft drinks, not eat salty and fat food. And I think you should take a full bloodcount and find out if it has hight cholesterol or not.

Lay off the salt and drink loads of water. But you are dreaming if you think that you don't have to change your entire diet. Go on what they call the DASH diet...it isn't a traditional diet...it is a medical diet doctors will recommend.

Never heard of drinking anything to lower b/p. Not even water. I have heard water retention can cause high b/p.

Take Potassium Chloride salt 2 grammes daily in water or fruit juice or milk. Avoid taking Sodium Chloride ( normal table salt ).It also prevents and cures heart diseases,heart attacks,arthritis, acidity, depression, obesity and many more. It is a miraculous thing.
