Mentruation is not at all unhygienic, anymoreso than sex during other times. Oral sex can be vastly unhygienic, of course depending upon the washing behaviors of both the giver and givee.

mensurational periods are times during which women have reduced stamina and appetite too. These are the times they need to be relaxed and take rest. Some women suffering from Hormonal imbalances will have body aches and stomach pains.
Some may not like sex at those times. But for the maniacs. Hence,do not disturb them. Instead you eat plantains or engage in self satisfying sex rather than planning oral.

Don't listen to the guy talking about the "blood." You should wear a condom no matter what, whether she is menstruating or not.

That said, it is not unhygenic to have sex during her period. If the man and woman are both agreeable, then go for it. Just expect it to be messy, so have a towel on hand or do it in the shower.

As for oral sex, you would possibly be ingesting her bloody uterine discharge, which may not be tasty. Periods can also take on various odors which may not be pleasant. Again, if you are both cool with it, then there is no reason not to. I would suggest some listerine when you finish...

It isn't unhygenic to have vaginal sex. If you use condoms you should be fine. As far as oral sex, if she uses a tampon, I think it's fine. You don't want to swallow any of her period blood by accident.
If both of you are comfortable doing it then I think it's fine.
