Is your heart supposed to beat slow when you breath out and then speed up (a little) when you breath in?

As long is it is not painful, or your heart continues to beat quickly, then it shouldn't be a problem. Your heart will naturally change the speed if it's beat depending on what you are doing, i.e. standing up, relaxing, going up stairs, etc.
What matters is the average rate of your heart beat over a minute which should be between 70 - 90 beats while relaxing.
When exercising, you want it to be over 100 but less than 150 beats per minute.

Nobody can breathe that slowly. Your heart beats at the same rate while you breathe in and out.
