Like the other answers say CONSULT YOUR FAMILY DOCTOR or the diabetic help line.
A big factor is the type of insulin, what I do is have a snack and then take my insulin and eat shortly after taking my insulin I use Humilin R though and it takes about 30-60 min to activate.
Something many people don't understand in that by waiting too long to take your insulin can bring you direcly from a low straight to a high in a very short time which is very bad for your long term health if this happens regularly. The key is knowing your body and working with your healthcare team to find out what works best for your body.
I found what works for me but every diabetic is different and depending on how fast your body reacts to insulin and processes food the answer is different.

This is where proper meal timing is important, If you get up in the morning and your Blood Sugar is low, eat before you take your shot, then take your Per scribed Insulin, then check it again 20 minutes later. If this is happening more then you can handle then have the Doctor or Caregiver put you on a sliding scale and follow it to the tee. This might include detailed instruction and Testing procedure not included in the Basic Diabetic Regiment. A Sliding scale is not a ticket to more sugar, but is an effective way to get you back to a normal Blood Sugar based on your High or Low Blood sugar inconsistency.
