Hooray !!! Mr. David H. You are certainly right in saying Black Pudding or Blood Pudding is not made of scraps and thrown away. Basically, the recipe is really the same. The difference lies on who is the cook or where the cook came from and on the availability of one or two ingredients. It is a Special Dish. There is a Filipino Version of it and is considered a Philippine Delicacy.
In the Philippines it is what they called "DINUGUAN" (coming from the word DUGO meaning Blood). To cook it the Filipino way, you will be needing the following: Kg of Chopped or Diced Pork - fat trimmed; Chopped Bacon Rashers; Kg of Finely Chopped edible Pig's intestine; crushed garlic; Cup full of vinegar;salt & pepper, one or two green hot chili;coconut cream from one coconut - grated.
Procedure:
1) Heat Sauce Pan. Put a dot of butter or tsp of olive oil
then add crushed garlic till golden brown.
2) Stir fry pieces of Bacon with it and then add
the chopped or diced pork & cook for a minute or two.
3) Add the finely chopped intestines cook in high heat.
4) Keep stirring add all the other ingredients bring to boil.
5) Then add a cup of vinegar. DO NOT STIR just bring to boil.
Vinegar must boil without stirring.
6) When boiling add coconut cream while gradually stirring.
7) When thickened and totally mixed leave to cook till all meat
ingredients are tender. Seasoned to taste.
May be served with Steam Rice & Red Wine.

All those answers while creative and some what amusing are all wrong, take it from a former chef of English/Irish and Scottish heritage it is not scraps and thrown away bits and pieces nor is it horse or other digusting things.
Depending on where you from , the basic recipe is the same, except the Scots will use oatmeal for a binder, the English breadcrumbs or barley and the Irish Pin oatmeal.
It is made with fresh ground pork, the binder, spices(they also differ as to the country of origin), onions, sometimes additional meats and then the blood componant.
It is mixed like a meatloaf or meatball, steamed and then cooled, so when cooking you can slice it or cook them whole, I am partial to the Scottish type as I have a Scottish butcher shop down the road form me here in Toronto Canada.
It is something you either like or don't, there is not an offensive taste or smell durning cooking, it is a matter of choice and desire, not for everyone.

My ex-husband grew up on a farm and he has actually eaten blood pudding. Although this may sound strange to us today,
"Blood Pudding" was a common dish during the earlier
part of this century. When a hog was slaughtered,
nothing went to waste. This pudding was made when the hogs were slaughtered on the farm.
Pig or cattle blood is most often used; sheep and goat blood are used to a lesser extent.
3 quarts pork blood
1-1/2 pounds raisins
1-1/4 pounds sugar
1 pound mixed nuts & chestnuts
3/4 pound rice--cooked
2 oranges with all rind
1 pound figs
1 teaspoon red pepper
1 teaspoon black pepper
2 tablespoons salt
bay leaf
DIRECTIONS:
Mix all and bake in oven for one (1) hour.
As to the origin all I can tell you is that Book 18 of Homer's Odyssey, around 1000 BC, makes mention of blood pudding.

black pudding is a type of sawsage that is made of hourse meat with swine (pork) or cattle blood
Black Pudding Irish Recipe
1 lb Pig's liver
1 1/2 lb Unrendered lard, chopped
120 fl Pig's blood
2 lb Breadcrumbs
4 oz Oatmeal
1 Medium onion, chopped
1 ts Salt
1/2 ts Allspice
Beef casings
(Always served with an Irish "fry". The preparation of this pudding
may be impractical these days due to the difficulty of procuring fresh
pig's blood and casings.) . Stew liver in boiling salted water until
tender. Remove liver, and mince.
Reserve cooking liquor. Mix all ingredients in large bowl. Stir
thoroughly until blended. Fill casings with mixture. Tie off in
one-foot loops. Steam for 4-5 hours. Leave until cold. Cut into
1/2 inch slices as required and fry in hot fat on both sides until
crisped.

"Blood pudding" or 'Black pudding' is simply a sausage made with cereal & the fresh blood of a slaughtered animal. It is hardly "the food of the Irish", since black puddings are made by all cultures that slaughter and eat mammals, with the notable exception of the somewhat squeamish Americans, who prefer to believe that steak comes from supermarkes and not from cows!
