About 90 to 95 percent of people with diabetes have type 2. Although a diet high in refined sugars is unhealthy, it takes more than a high sugar diet to cause diabetes. In other words, eating sweets does not specifically cause diabetes. Its caused by a poor diet, weight gain and lack of exercise.
The two other types of diabetes, Type 1 and gestational (during pregnancy) are not caused by diet at all.

I'm afraid not. If you're going to get diabetes, you will. The only way to truly slow the process down is to not eat much, if any, sweet things at all, and reduce carbs.
Don't eat three packs of ramen a day. Don't eat exclusively mac & cheese or spaghetti. Avoid eating entire bags of candy. Don't eat an entire 1/2 lb bar of chocolate in one sitting. Don't drink 12 cans of soda a day. Etc, and so forth.
The only thing water does is flush sugar out of your system. It helps to lower the blood sugar. But if you're going to get Diabetes, it'll happen anyway.
Some people have it and don't know it because they already follow a good diet and exercise plan. The only time they find out is if they slip and then start feeling bad.

no while drinking lots of water is good for your body. Diabetes is the way your body processes sugar and produces insulin.
