Herpes is an infection occuring in the genital and oral regions. It occurs elsewhere, but these are the regions that you are concerned with. Herpes is uncurable at this time and probably will remain so.
If a person has herpes they should always use protection because even without visible outbreaks it can still be sometimes transmitted to the partner.
When someone with herpes is ready for kids then they have unprotected sex on the days that pregnancy is most likely to occur and there is no sign of an outbreak.
The risk to the fetus during delivery is low unless there is an outbreak occuring and the doctors and nurses watch for this in patients that declare their herpes status.
There are some medications that can help prevent outbreaks and they are prescribed as indicated. They are not foolproof so caution is always important.

Genital herpes or Herplex simplex virus-2, is spread via sexual intercourse. The other herpes virus or HSV-1 is spread via direct contact ie kissing. HSV-1 usually affects the regions of the face and neck while HSV-2 affects the genital organs.
Once you're infected with any of them, the virus travels up your axons (nerves) and stay there. The nerves are an immunoprotected area, ie, your white blood cells cannot enter them. Therefore the viruses are protected from the immune system. Just before a herpes outbreak or just as soon as it begins, your have to seek prompt treatment e.g acyclovir oral and topical application. When there is no outbreaks on the skin or mucosa, the virus cannot be transmitted. Only when there are lesions on the skin, the virus can be transmitted.
When a baby goes through a birth canal with such lesions during an outbreak, it can get congenital herpes. Therefore the best way is to deliver the baby via C-section to prevent an infection. There is no such booster injection.

You can have children safely if you are having the dormant phase. Your doctor will give you antiviral medication to remove any shedding. With care herpes can be controlled but not eliminated.

Treatment Of Genital Herpes
Genital herpes is treated with oral anti-viral medications. Your doctor may adopt episodic or suppressive therapy. In episodic therapy, your doctor will give you medicine whenever you have an episode of genital herpes. It is best to begin the medication when you find signs of the prodrome. In suppressive therapy, anti-viral medication is continued to suppress any outbreak of herpes. Anti-virals don't cure herpes but reduce the time period and the severity of the outbreak. Regular medication may also reduce the shedding of virus when no outward signs are present.

No, there is not a cure for herpes yet. To reduce the risk of passing it along to a child, the mother will have to have a c-section.
