I WANT TO FILE SOME TAX FORMS ELECTRONICALLY IN MY STATE. THEIR DIRECTIONS SAY TO USE THE SAME FORMAT AS IRS WHICH IS MMREG. THIS DOESN'T TELL ME WHAT KIND OF SOFTWARE OR PROGRAMS TO USE. MOST DON'T WANT PDF. THERE ARE A COUPLE OF DOWNLOADABLE SOFTWARE "ERROR CHECKERS", BUT I'M HAVING A HARD TIME GETTING INFO ON WHAT EXACTLY THEY WANT.

not exactly sure - but it looks like a format used for completing tax forms and other government forms

Magnetic Media Reporting and Electronic Filing, a standard format used for tax documents, social security records, etc. -- basically the format that allows employers to submit information to the IRS, SSA, etc.
