Maybe some fun garland of some type and some auquatic/fish type items at either end with the bowl in the middle (garland shoud be in shape of an "s" with items in the "c" of each "s"--did that make sense???)

I would find some colored leaves..greens golds and reds, large and small..sprinkle then on the middle of the table in line down the middle, and put some votive or floating candles in small bowls of colored water.(.not in with the fish, the wax isn't good for them) on either side of the fish bowl.
You will have money left over to buy 22 sets of in expensive salt and pepper shakers to put at each end of the table.

I would go to Big Lots and buy the inexpensive charger plates - they come in gold, silver and red - cost $1.25 each. Anyway - I would buy gold chargers and center your goldfish bowl in the center of each of these chargers (one for each table). Next, I would either put white votive candles (approximate four per charger) on the outer rim of the charger - and surround these candles with either black river rocks (for a dramatic tone) or shimmery flat glass marbles (again these are sold at Big Lots and Dollar Tree) for a glitzy tone - or for whimsy you could surround the candles and gold fish bowl with Gold Fish Crackers (buy the huge container of these at Sam's Club for about $5.00). Or - if you want to go nautical - lay down some fish netting and then surround the fish bowl with white sand and a few seashells, silver dollars and sea glass.

I'm not sure if it would be alright to do this, but how about putting a floating candle or two in the bowl with the fish? As long as it wouldn't harm the fish! You could get some shredded shiney paper to put around the bowls, or some multicolored glitter to sprinkle around.

I recommend you don't get fish bowls in the typical spherical shape. Instead, to enhance the dramatics of it all - get cylinders (maybe vases) and put your fish and water in them wtih some nice dark gray/black riverstones on the bottom. Then, float some white candles on the top. Around it, put some silver sheer and curl one or two snap dragons or strings of orchids almost caressing the clinder upwards. This design makes it vertical and focses attention. You're free to use the rest of the table for party-favours or maybe even different levels of cylinders with fish.

Goldfish to me, remind me of coy fish and coy fish are oriental looking so maybe go for an oriental theme. Buy some clear vases and fill them with colorful rocks to match your other decor and then insert different heights and shapes of bamboo. Sometimes bamboo curls and it looks really neat. Even cooler would be bowls full of beta fish. They are beautiful on their own.

Put glass marbles in the bottom of each fish bowl and place each one on a mirror tile (you can get these at home depot, beveled it best if you can find them)that is scattered with some cool confetti or more glass marbles.

Buy some inexpensive Ivies - clip them and root them in water -- after they grow some roots you can put those in the glass vases. They look very pretty this way AND the plants help keep oxygen in the water

Because goldfish don't leap out of the water, I'm guessing it would be safe to float those little candles on the surface. It would be mesmerizing.
