Women would start with their gynecologist and possibly move on to a reproductive endocrinologist; a male could start with his primary care doc and move on to a urologist. If the couple didn't know the origin of the infertility (male factor vs. female factor), the reproductive endocrinologist and/or a fertility center would investigate them as a couple and rule out which factor was at play and offer appropriate treatments, up to and including assisted reproduction and/or IVF protocols. If you are sterile, doctors don't usually do any testing for that unless you are actually trying to conceive. But to answer your question, you'd find out from a health care professional.
