Can two parents which have an O+ blood type have a child whose blood type is O-?

Yes they can. Rh - factor is an recessive gene. So both parents could have one gene that is Rh+ and one gene that is Rh-. Their blood would type at positive because the Rh+ gene would be dominant.

If each of the parents pass on a Rh- gene the child would be Rh-.

No, it is possible for O- mother to have a child who is O+, however with two genes of + rhesus, it is impossible. For mothers with O- who carries the O+ child, is in trouble of killing her own fetus, when it is developing, because the + rhesus makes the mothers body to attack on the fetus as it recognizes it as a foreign sustance.
