my son keeps a stopped up nose and chest congestion during the winter months. the worst times is during the night and when he stays inside for long periods of time. i have electric heat and have been told to get a humidyfier. which one do i need a cool mist or a warm mist? and do i need to put it in the room with him at night of in a central location in the house?

A person spends more hours in their bedroom than any other place in the house (told to us by son's allergy doc)...a cool mist is really helpful so put it in there.
I had one of the older kinds one time, but it made my older daughter worse.,.so I had to buy the cool air kind then

if you cannot afford to have a humidifier attached to your furnace (call a local HVAC company to get quotes), then a cool mist humidifier in his bedroom at night should help. some models are relatively inexpensive, and it couldn't hurt to have one in, say, the family room as well if he spends a lot of time there during the day. we bought a nursery safe one for our daughter's room (she's 8 months old).
