It depends on how the person feels, ie: like they're going to pass out, they can't excercise, they feel short of breath, they're dizzy when they change positions. Usually, an B/P less than 90 systolic (top number) would be considered low in my experience. Cause then the kidneys and brain don't get the flow they need.

Blood pressure is too low when you can not perfuse your vital organs. Many people walk around with pressures of 90/50 or lower, and that's fine if they have no symptoms.

Symptoms that your blood pressure is too low are lightheadedness (not enough blood to the brain), chest pain (not enough perfusion of the heart muscle) and tachycardia (fast heartbeat - the body is trying to get more oxygen to the organs by speeding up the heart)
