Restricting the budget to within reasonable bounds means (to me, anyway) keeping it close to home. That doesn't mean it has to look chintzy. The whole point of a sweet sixteen party is to celebrate the almost-adult status of your daughter, so while some folks treat it like a "wedding without a groom," you don't have to break the bank. Unless you're planning on this party being a surprise, I'd talk about it with your daughter and find out what would make the day special for her. Making it seasonal can help give you ideas -- if it's in spring, you might be able to have a barbecue, a New England-style clambake or something outdoors, for instance. You can limit the expenses by inviting only really close friends rather than her entire graduating class. If she likes to be pampered but you don't want to shell out for a big day at the spa for her and all her friends, you can do a spa day at home -- many of the products used at day spas are available for purchase for home use. You could also simply have a big sleepover, with an early-ish brunch the next day (this assumes that there aren't boy invited to the party, obviously... there's only so much fun and games you'll be able to stand in one sitting *grin*) You can also treat it as a formal dinner -- if you wish, you and your main squeeze can rent costumes to look like proper English servants and the guests can dress up in formal-wear.
If you decide to send invitations, hand write them yourself rather than getting them printed -- they're more personalized, and much less expensive (see above tip about limiting the guest list to save yourself from carpal tunnel syndrome) Also consider party favors and/or gifts for the guests to remember the event (spa day = little bag of spa products, or a little mini-photo album or picture frame)
Be sure to set down the ground rules for this, and if you do have it at home, be sure to inform the neighbors that you're having a party, and plan ahead of time what you'll do if you notice inappropriate activities going on -- send the kid home or call the parents, for instance. Since it's your daughter's day, make sure your presence is known but stay out of the way as much as possible -- she wants to have fun with her friends without too much parental nosing about, but you want her to be safe, so strike that compromise and stick to it.

I live in a small town and you can often rent rooms from the parks and rec department for free or little cost. bring a good sound sytem (borrow from a friend if possible) and some CDs the kids will like. Lots of munchies (Doritos, popcorn, etc.) and some 2 liters of pop should be fine for food (fruit, cheese, and chocolate are good additions). A cake from the local grocery store is fine. For invitations, check out the local dollar store or talk to a friend with creative tendencies and have them design something. A good party is about inviting fun people, not the amount of money spent.

well when i turned 16 i didnt have anything big like that so u r a cool mom. But okay lets see. Maybe you can have it in your house or ask a friend who has a big backyard or garage to use it for the lil party. just fix it up like a lil teen club with a cd player in there with the "up to date" music that she likes and some lights and snacks and there ya go. I am pretty sure she will like it. You can also watch the tv show Sweet 16 (but make it your own b/c i know that those ppl are like RLY RICH) but get some ideas from there. Hope this helps :)

Here's a little off the wall idea. Have a girls-only camping trip, if you like the outdoors. Do a little research on the web and find some place nearby that has plenty of space and, or the facilities you might want, as well as some scenery to explore. If it's near enough you might not even bother spending the night, this time of year if you don't feel like it. Just make sure you have plenty of good food and build a nice campfire, and bring the right clothes. then bring a portable boom-box and dance the night away. or roast marshmallows. This is at least what I'd want to do. If none of this sounds like your piece of pie please disregard this entire message;-)

but if you want it to be really good you would have The Rolling Stones and The Who perform live and give her a 2 carat pink diamond and a new car and make sure you spend at least 500,000 on the location and other presents or she will get really pissed off cause she is not spoiled enough.
my daughters are not getting sweet 16's when i get married and if they do they can ask me for help with one thing cause some of those kids are spoiled rotten and dont deserve sh!t

I don't know where you are located, but here you can rent a hall, that is big enough for everything, halls are just one big space. She will have all the room for her friends and to dance as well, and have a good time for a great party.

Have it at home. Fix up your basement or garage like a ballroom. Play her favorite music. You can also serve dinner or snacks to her friends.

look for small hall that you can take your own food in, do finger foods, and hire a local dj, or download discs to play non stop and decorate yourself
