Everyone got their share. I agree that the lack of education could have brought this epidemic but where do education really start? The goverment and even the church have their share of blame but the most responsible unit to prevent such a problem is within the walls of the home. The home teaches moral agency and strengthen spirituality.
Theodore Roosevelt said; "If you educate a man in mind and not in morals then you educate a menace to the society."
I work as avolunteer with a Residential Treatment Center that utilizes Troubled Teen Program for Youth in place of Teen Boot Camp.

It is true that the African continent has the highest rate of AIDS infections in the world but one has to keep in mind that there are also wonderful things happening in Africa that the media never reports on, such as our tourism, diverse cultures, expanding music and media industries, etc.
As for who is to blame, I think it's negligence and inconsiderate sexual behaviour.

2) the developed world: for propping up said governments and being very superficial and self-absorbed in their dealing with the development issues there.
3) poverty and the pwoerlessness of women: due to financial and cutural contraints, women and young girls have no say in issues of sex. They are frequently left with no option but to go into prostitution, whether 'full-time' or 'as-needed'.
4) ignorance (related to 3): many believe that sex with a virgin/disabled person/child will cure them ifthey are infected with HIV. That's why girls as young as 6month are being raped by older men. Also, cultural (mainly rural) practices of 'coming-of-age' where the young girl or boy is made to sleep with an older man/woman, usually the same one for each village.
5) apathy: I've seen/know many many many people who KNOW about HIV/AIDS, yet carry on having unprotected extramarital sex, having multiple partners, casual sex, etc. Many of these are academics I work with.
