Ok, to make it simple do this:

Tell your friend to look at the palm of his hand...THAT is the size portion of meat and veggies he should have with every meal. Any veggies (green & orange like celery, beans, peas, carrots) he can have double portions of. White & red veggies (potatoes, turnips and tomatoes) he should limit to only one. If he follows this...he should be fine. Limit intake of pastas to one portion, but if you eat pasta, eliminate breads and the "white/red" veggie that meal. Eat as many of the green and orange that you want throughout the day...snacking on them. Remember also to get at least 3 fruits a day and he will be AMAZED at how well he feels.

The 1st thing is to check whether your friend is overweight. If he is then he needs to control his calorie intake as well as his sugar and carbohydrate intake.Generally diabetic people are advised to take 5 to 6 small meals a day rather than 3 big ones as big meals lead to a sudden upsurge of sugar in the bloodstream. They need to eat whole grain cereals not refined ones. They can take more proteins instead of carbohydrates. They can have plenty of all vegetables except potatoes and other tubers rich in carbs.Fruits can be had in limited quantity, though papaya is good for them.Since I don't know which country your friend is from I am unable to offer recipes.Excercise is also very important in the control of diabetes.

Limit your carbs. Each 5 or 6 mini meals a day. Try not to eat sweets and limit your fats. See a Diabetic Nutritionist.

He needs to limit his carbs otherwise he can eat any healthy food he likes. He should eat 3 meals a day and a high protein snack mid morning, mid afternoon and before bed every day. Limiting his carbs is the only thing he needs to really do different other than watching his sugar intake.

Diabetes is usually treated through a combination of diet (low sugar), exercise and medications/insulin. Read here https://tr.im/oZeG9
Milder cases can be controlled with just diet an/or exercise while more severe cases require meds or insulin as well.

Your friend will most likely be referred to a diabetic educator in his area. They will definitely help with this.
