At rest in an average adult in a minute the heart would beat 70 - 75 so in 15 seconds it would beat 17.5 - 18.75 times. In children it can be between 20 - 30 depending on age. Any activity increases the rate so it depends then on age and fitness levels as to how high it can be.

Depends how fit, old, active you are. Normal is around 70-75 beats per min, very fit is around 60 beats per min. Over 80 is not good.
