Disclaimer: I am not a medical doctor. I have had symptoms like those you describe for over twenty years. Due to his age and the fact that he has been seen by doctors a "few times" you might consider this to be anxiety or stomach related. Either will give you symptoms of chest pain. For stomach problems you might try over the counter drugs like Prilosec O.T.C. or Pepsid. For anxiety try some relaxation, vacation, exercise, etc. Stay away from coffee, pizza, spaghetti, etc.
Most important: see a doctor!

Does your partner internalize his stress? Is he under a great deal of stress for some reason? When I was in the midst of a divorce, I had symptoms that made me think I was having a heart attack. It turned out to be stress. My father was hospitolized a number of times with the same kinds of symptoms as you describe. They discovered that his high level of stress at work was irritating the vegus (vagus?) nerve that runs from the head down through the chest which created the same kinds of symptoms as a heart attack. That being said, however, I agree with all others who are telling you to continue to pursue this until you have an answer. Make an appointment with a cardiologist for a complete work-up, including a cardiac stress test (on a treadmill). This is definitely not something you should let slide.

I have had the same symptoms but rather than having my heart rate increase I have found it difficult to breathe(shortage of breathe). I workout a lot and I was told it's the muscles around my chest area which cause the pain as a result of been inflamed. I was advised to take anti-inflammation tablets. For my shortage of breathe I took tablets that helped increase the flow of red blood cells.
I am fine now and haven't had the problem for a while (8months) but like I said my heart rate did not increase. If he goes to the gym regularly and is very athletic (into a lot of sports) then it could be his muscles. I hope this helps but I'm not a doctor. You can run this past one and maybe they will find a similarity.

Not all heart conditions show their symptoms all the time and so he may need to have a 24hr ECG done. This will involve him being wired up to a machine the size of a walkman for 24hrs, so that if any symptoms occur they will be recorded.
It sounds like your partner is slipping into fast AF and then back out again. AF (Atrial fibrilation) is where the one of the atriums of the heart, doesn't pump normally, it "flutters". As a consequence, he is feeling unwell.
The pins and needles bit worries me slightly as this could indicate cardiac problems that could prove serious. He needs to see his GP and be reffered to a specialist. GP's are reluctant to refer people of young ages, but insist.

Is there a trigger that he can identify? e.g. when does the tingling occur down his left arm? Does it go numb as well?
What tests have actually been done?
Try putting in the symptoms to 'askjeeves' starting with the chest pain and put all of them in at the dame time.

Does he cycle a lot? There is a cycling injury that shows these symptoms?
The arm thing is a trapped nerve symptom. It is more likely in the good arm, the one that works best (usually right).
Cyclist get chest pains from over-exertion. I get the bonk.
