I just want to do something special/interesting with a few close friends not involving alcohol or drugs. Any fun ideas?

Ask your best friend to pick an interesting and beautiful area in your State to take you and a couple of others on a little bit of a road trip. Tell him/her to keep it a secret. See the sights, do some shopping TAKE LOTS OF PICTURES and have a wonderful dinner be really silly.

Go to New York City and go to the Today show with a big sign. There is so much to do in New York without drinking and on a decent budget at the same time. Happy Birthday and good luck.

Go to an amusement park, a museum, a roller rink, go bowling, go swimming, have a scavenger hunt, play pin-the-tail-on-the-donkey, go horseback riding, have a hoe-down, throw a luau with real flower leis and a roast whatever and hula dancing, have a casino party using Monopoly money, sing karaoke, have a barbecue at the local park, beach, river, etc., go camping, go skiing, create a bike or hike tour, donate some time to charity, have a scrap booking party, have a chess tournament, host a murder-mystery party, look up party themes online. Hope you have a blast, whatever it is you end up doing on this momentous milestone in your life!

If you want to do something special and interesting on your birthday, why don't you and your friends go to charitable institutions, like orphanages, elderly homes and do something different? Bring those abandoned children snacks or sweets that would make them feel special or visit the elderly and simply sit and talk with them to make them feel wanted and loved. There are so many abandoned and neglected people who are craving for love and longing to see others who might be willing to share their time and attention with them.

I dont know what u like. But i think u should do the best u can do to make your day worth. I suggest u to invite ur friends for a light party and go somewhere where u find peace and enjoyement.
U should spend much time with your parents and family as they will feel nice having u there with them on your precious day.
And last but not least help some poor child if u can ending your day with lots of love gained by your own people.

Depends on what you like to do and where you are from on my 21st I went hiking in the High Peaks of the Adirondacks. It was great to just relax and have a glass of wine, water, or juice and watch the stars from my tent. Though my birthday is in April!

Go out to a fancy restraunt for dinner .. then go to a broadway show like wicked... www.ticketmaster.com just as much fun as a night at the bar and u wont have a hangover

HAPPY BIRTHDAY!!! that said, do something completely out of the ordinary- something you wont usually do out to fear of embarrassment. why not have a fondue or go paint balling or play strip poker with all your friends. or have a Jacuzzi with non-alcoholic cocktails with all your friends. it all depends on your taste. just remember to take lots of pictures.* good luck...
