People that eat properly prepared raw beef, unfortunately, are still susceptible to the same diseases as everybody else. Raw beef is no "magic bullet", and will not protect you from any specific diseases...

Its not exactly raw beef that gets you sick. Ground beef is the most dangerous for various reasons. Usually this type of meat is the leftover meat of the cow that can not be cut into specialty cuts and is then ground up. A hugh portion of this meat is from the rear of the animal. Because this part of the animal can come in contact with fecal matter prior to production it must reach a certain temp of 165 to kill any possible bacteria. Usually the bacteria is staff.
Other bacterias come from either improper handling like sanitized prep areas, poor personal hygiene that is passed from you to meat. Or cross contamination of another product like chiken, fish, comiing in contact with the meat , or improper holding tempature before or after cooking.
Various bacterias can grow in these conditons like ecoli, samonella. Usually it is not the food but how its handled and prepared.

That depends, primarily upon freshness, sanitation, and location of the meat. No one should eat raw ground beef because contiminants such as oxidized fat, hair, poop, and other grime MIGHT have worked it's way into to hopper prior to processing. It's too risky.
If you are making steak tartare or kibbye [?? the Lebanese raw beef dish], then get a nice fresh red piece of meat (like tenderloin), and trim the outside, and mince the untouched beef yourself. It should smell clean. Some salt, pepper and onion, and other additions such as bulgar wheat, raw egg or capers. YYUUUMMMMMM. I fact I think I might make some tonight -

Worms and e-coli. However if raw beef is eaten at small quantities ( once or twice a year) and it comes from a reputable butcher and a healthy cow there's no problem. Ask the Germans they eat Steak Tartar and raw pork for eons.

People can get Toxoplasmosis, Campylobacteriosis and various other diseases from eating raw beef but the most common is Salmonella. So basically it's best if you cook your meat. It lowers your risk of getting sick.
