Well, the thing about teens is they like to feel grown up, so I think you should set up a virgin martini bar with recipe cards. Then they can mix their own drinks (without the alcohol). Also, the two most important things, since they aren't old enough to drink and maybe aren't the best conversationalists, are going to be the food and the music. So make some cool finger foods or do a taco bar. And have the birthday girl choose all of the music. She can load it into her iPod and hook it up to the stereo, or else just burn the music onto CDs and play those. And the last thing is, kids love a fun theme-preferably something that gives them a reason to dress up. So have them dress formally, or do a Sex In the City theme, or Heaven and Hell, etc. I wouldn't try to force them into doing games or anything; that's always awkward, but I would make up goodie bags fo cake or candy for them to take home. Maybe get some disposable cameras and hand them out to the kids at the beginning of the party. Good luck!

Keep it simple. Most teens just like finger foods.
Doritos
Chips & dip
Anything that can be dipped in Ranch dressing like
chicken nuggets
deep fried mushrooms
French Fries
Pizza Rolls
Pizza Rolls are a good choice because they come in assorted flavors.
Just keep it easy and keep a cooler with a variety of drinks in it. Have fun. Keep the music going and it will all be okay.
If you want you could also do a Taco bar. Have all of the fixins' available and each kid can make their own.
The standard nacho cheese and tortilla chips are always a hit with teens as well.

I think... big tubs of ice holding all different kinds of energy drinks, including Mountain Dew and Jolt and good ol water bottles..Something quirky like hundreds of White Castle hamburgers, taco bell soft burritos and some gourmet pizzas THEN for dessert an elaborate sundae bar with bakery fresh brownies and chocolate chip cookies, fresh bananas, sprinkles, whip cream etc..
Have bowls of unusual candies (retro candies) everywhere.
