No. If they aare open then they should be ready for customers. They start work much earlier than the opening times for food prep.

No, it's not rude at all. If you called 30 seconds after they opened,then maybe -but any restaurant I've ever worked in, we were there 15 mins before opening so that we were ready when we opened

No. If they weren't ready to prepare food they shouldn't have advertised they were open yet.
I've never worked in a Chinese joint, but the place I worked at, cooks had to show up at 10:00 though to begin prep work. That way we were ready to serve the minute we opened at 11:00.

What is rude is calling at 9:30 AM when they open at 11. Then again, you'd think they'd appreciate the notice.

It's actually the best time to call. Lunch/dinner rush hasn't started yet, they'll welcome getting a good start, and your food won't be haphazardly thrown in a box in the middle of a busy kitchen.
It's different when they have 20 orders to-go, and trying to shove them all out and maybe even screwing up your order. Call early!

Of course it's OK to call them. Opening hours are just that and they'll probably be pleased you missed the rush around meal times.

It's not since they are open but!........... they might not be totally, completely set up and the cook hasn't had time to get into the swing. So odds are though you will get your food it might not be as good if you had just waited 30 minutes.
