Sure, alcohol causes fluid shifts in the body. Someone with heart failure is very sensitive to these shifts. People who drink alcohol usually become a little dehydrated, then they drink lots of water--the headache from a hangover is caused by dehydration.
Well then they drink lots of water, and hold onto it and it puts them into failure.

you should never drink alcahol with congestive heart failure. it is a stimillent, and will overwork ur heart. it is also a depressent. an when it comes down, it will depress the system, an it can kill you either way. i suggest not drinking at all, an only do what ur dr. tells u to do. god bless
