It sounds like genital acne. Very common. Gross, sometimes painful, but common.

Sounds like it just may be a boil, but just as a precaution she should have a GYN check it out. Boils often develop in the vaginal area due to hormones and eating too much sugar. Tell your friend to cut back on sweets and take a lot of warm baths to clean the area with these bumps.

maybe this is just a hair bump or maybe something else she should go to the doctor or have a friend look at it and see if there is a hair in the area were the bump is

If she shaves down there it could just be ingrown hairs coming back... I always get weird pimple like things when I shave bare, it's normal... Unless she doesn't shave, then I'd tell her to go to the gyno/her doc and get them checked out.

Well, if she shaves with a razor they could be hair/razor bumps. However, it may be herpes. I hear it can be painful also.
