Paranoia is a terrible thing. The chance of them having HIV is so close to zero that it wouldn't even be worth the bother. There is a small possibility that one of them could have HSV that was transferred from a cold-sore or that one of them could have contracted chlamydia, but again, this is very rare.

For all intents and purposes, to get an STD you need to have had sex. No sex, no problem.

Depends what they consider "sex"... if either have had oral sex (still counting themselves as virgins), they could still have an STD, so it's always safest just to take the test and be sure.

Yes, to be safe because one could be lying by omission, thinking they dont have any disease just because they only had oral sex.

It's good to anyway, to be 100% safe. Just do it for security, which if you're a virgin 99.9 % chance of not having it. most likely you'll be okay . :)
