A shallot looks like garlic but the skin is a little more tan, it is a mix between an onion and garlic. A scallion looks like a smaller, thinner looking leek(long, flat, green leaves with a small white bulb at the end), also green and has more of an onion taste.

Shallots are a cross between garlic and red onions and a scallion is a green onion (like a chive) they are both of the onion family and are both delicious!
